The Novelle are a relatively new troop. They have no goal in mind, other than survival. So long as you do not threaten that survival, they will take you, powers or not. The territory is small, but if you looks at resources based on claimed land size, they are actually the best off out of all the troops.They are often stuck defending their territory from attacks as a result.
