The Fantome are particularly well-known for having powers. In fact, you don't even get considered to join the troop unless you have them. They see themselves are higher up the food chain than those without powers, so watch out - they can be ruthless. Of course they, like the Rustique, have been mostly born into this life and know no different. Their land is plentiful in prey, and they find most of their cover under the few groves of trees and in burrows they dig into the hills.
